Mark Davies

Mark Davies served as Executive Director of the New York City Conflicts of Interest Board, the ethics board for the City of New York, from 1994 through 2015. He previously served as Executive Director of the New York State Temporary State Commission on Local Government Ethics and as a Deputy Counsel to the New York State Commission on Government Integrity. Prior to that, he was a full-time law professor and a private practitioner, specializing in municipal law and litigation. A graduate of Columbia College and Columbia Law School, he is the former Chair of the Municipal Law Section of the New York State Bar Association, co-chair of the Section’s Government Ethics and Professional Responsibility Committee, an Adviser to the American Law Institute’s Project on Public Integrity, and former Chair of the Municipal Ethics Subcommittee of the New York State Bar Association President’s Task Force on Ethics. He also served as president of Global Integrity and from 1990-2019 was an Adjunct Professor of Law at Fordham Law School, where he taught New York Practice. He has lectured extensively on government ethics, both nationally and internationally, including in Brasilia at the IV Global Forum on Fighting Corruption, at the United Nations Experts Group Meeting and Capacity-Development Workshop on Preventing Corruption in Public Administration: Citizen Engagement for Improved Transparency and Accountability, and at the U.S. Office of Government Ethics’ 17th National Government Ethics Conference. He has authored numerous publications, including chapters for Municipal Ethics in New York: A Primer for Attorneys and Public Officials (NYSBA 2016), Ethics, Lawyers and the Public Sector (ABA 2008), Ethics and Law Enforcement: Toward Global Guidelines (Praeger 2000), and Ethics in Government – The Public Trust: A Two-Way Street (NYSBA 2002). He is also the lead author of New York Civil Appellate Practice (West 3d ed. 2020). Currently he is studying for a Master of Divinity degree at Union Theological Seminary in New York City.
